摘要
日本出于其大国梦想 ,正不遗余力地使其成为“正常国家”。修改和平《宪法》的目的就是想要“正常国家”化 ,而“正常国家”化的核心内涵就是武装力量的“国际化”。“正常国家”化是日本通向世界大国的必由之路 ,但是“正常国家”对地区乃至世界安全局势是一种潜在的威胁 ,特别是其“先发制人”的安全战略将严重影响地区乃至世界的安全局势。日本成为“正常国家”是大势所趋。我们必须联合一切可以联合的力量 ,制止其重走军国主义或扩张主义老路。如能策略地利用日本的经济优势 ,使其成为地区经济乃至世界经济发展的催化剂和加速器将是最理想的境界 ;如若不能 ,至少不能使其成为美国打造单极世界战车上的一员虎将。否则 ,亚洲乃至世界的安全局势将发生深刻的变化。
In pursuit of its dream to be a great world power,Japan has been trying by every possible means to become a normal state.Japan's efforts to revise its pacifist constitution and in particular to internationalize its armed forces are aimed at restoring normal state status.This is the only way for Japan to approach being a global power.But the first step,with its“preemptive security strategy,”constitutes a potential threat to the regional and international world security situation.Since it is an inevitable trend that Japan will become a“normal state,”we thus must unite all forces that can be united to prevent Japan from reverting back to its former militarism and expansionism.The most desirable situation for China would be to make good use of Japan's economic advantages tactfully and to transform them into a sort of catalyst and accelerator for regional economic development and for the world at large.If this objective is difficult to achieve,at the very least Japan should be prevented from being a close ally of the United States in monopolizing the world.Otherwise,there will be adverse changes to the security situation in Asia and the world.
