民营铁路公司是现代日本大城市圈交通及综合开发建设中不可或缺的重要力量。其以城郊或城际交通为事业发展舞台的战略安排,主业与兼业相互依赖并行发展的实现途径,多功能社区综合开发建设的经营特色,对我国现代化城市的开发建设不无启迪。在科学制定城市发展长期规划的前提下,京津沪等大城市的中国式"山手线-民铁联通模式"势在必行。
