摘要
科研管理的基础性工作就是改善科研的软环境 ,促进科研竞争 ,提高管理人员的素质 ,充分利用多方资金 ,做好科技档案工作 ,从而使科研成果的质量和数量都得到提高 .
Ameliorating soft environment of science research, improving competition of science research, advancing the diathesis of managers, making full use of various funds, filing the science research well, are the basic works in the management of science research, thus the fruits of science research can both enhance the quality and quantity.
