摘要
特色小镇对推进新型城镇化和区域经济转型升级具有重要意义。我国特色小镇建设在“国家—市场”关系的博弈之中经历了从政府支配到市场主导,再到国家与市场互嵌的发展历程,逐渐步入“国家—市场—社会”多方力量上下联动、内外共生的新内生发展阶段。而新内生发展实践的关键则在于构建有机的超地方行动者网络。基于此,本文从新内生发展的理论视域出发,选取Z特色小镇作为案例地点展开考察。研究发现,特色小镇建设过程中超地方行动者的建构首先通过主体充权、组织赋能以及社区增效,推进社区为本的居民整合行动;其次政府部门从制度供给、政策支持以及机制打造方面进行干预;最后以特色产业为基础,引入外部市场主体,实现跨地域资本要素的合理配置与有效协同。
Characteristic towns are of great significance to promoting new-type urbanization and regional economic transformation and upgrading.In the game of“state market”relationship,the construction of characteristic towns in China has experienced a development process from government domination to market dominance,and then to the mutual integration of the state and the market,and gradually entered a new endogenous development stage of“state market-society”multi-force linkage and internal and extermal symbiosis.The key to the new endogenous development practice is to build an organic network of extra-local actors.Based on this,this paper aims to start from the theoretical perspective of“Neo-endogenous Development”,and Select the Z characteristic town as the case site to investigate,It is found that the construction of extra-local actors in the process of characteristic town construction first promotes the community-oriented resident integration action through Resident empowerment,organizational empowerment and community empowerment.Secondly,the govemment intervenes from the aspects of institutional support,policy support and mechanism building.Finally,on the basis of characteristic industries,external market players are introduced to achieve reasonable allocation and effective coordination of crOSS regional capital elements.
