摘要
乡镇政府在"项目进村"安排中普遍存在选择性供给现象。Z省X镇村道改造的案例事实表明,乡镇政府的选择性供给行为,既是对后农业税时期"财紧权虚"现实的处境使然,又与进村项目带动起的"逐利塑权"固化思维紧密相关。乡镇政府在"项目进村"中的惯性行政逻辑极易造成村庄间分化发展、内部紧张、权力结构异化、信任危机等社会后果。改革完善财政及行政体制、改革农村公共品投入机制、利用新媒体实现信息共建共享、增设自下而上监督机制以及激活农村内生发展动力则是矫正乡镇政府选择性供给的策略选择。
There exists the selective supply phenomenon of township government in ＂projects entering the village＂ arrangement in common. And the case of village road transformation in Z province X town shows that the township government＇ s selective supply behavior not only reflects the fact of ＂financial stress and power blur＂ on the post-agricultural tax period, but also does indeed embody curing thinking of paying much on interests and creating power. And then, the inertial administrative logic of township government in the ＂projects entering the village ＂ can easily lead to social consequences, such as the division between the villages, the internal tension, the power structure alienation, the crisis of trust and so on. Therefore, reforming and improving the financial and administrative system, reforming the rural public goods investment mechanism, making the use of new media to achieve information sharing, increasing bottom-up supervision mechanism and activating rural endogenous development power are strategical choice to correct selective supply of township government.
