摘要
共同富裕目标下,亟待从理论与实践层面强化第三次分配。本文对学界关于第三次分配的理论观点进行综述,在此基础上界定基本概念的内涵与外延,并对瑞典、丹麦、挪威等北欧资本主义国家的福利制度、实践及效果做简要评价。研究认为,共同富裕目标下强化第三次分配具有客观必然性和可行性。其必然性在于,共同富裕是共产党人的初心,是社会主义的本质要求,强化第三次分配是对政府及市场机制失效的矫正;可行性在于,强大的组织保障——共产党的领导;优越的制度保障——宏观调控体系;雄厚的经济保障——社会财富积累;深厚的民意保障——“天下大同”理念。因此,强化第三次分配的功能,需从科学的顶层设计、完善的法制体系、系统的理论教育等方面着力,优化第三次分配的制度体系和组织实施。
Under the goal of common prosperity,it is urgent to strengthen the third distribution from theory and practice.First of all,it defines the connotation and extension of the basic concept on the basis of the review of the theoretical viewpoints of the third distribution in academic circles,and briefly evaluates the welfare systems in typical Nordic capitalist countries such as Sweden,Denmark,Norway to get important inspiration.Then it expounds the necessity and feasibility of strengthening the third distribution under the goal of common prosperity.The necessity lies in the fact that common prosperity is the original aspiration of Communists.and the essential requirement of socialism,and strengthening the third distribution is to correct the failure of the govermment and market mechanisms;The feasibility lies in the strong organizational guarantee--the leadership of the Communist Party;the superior institutional guarantee--the macro-control system;the strong economic guarantee--the accumulation of social wealth;the profound public opinion guarantee--the concept of“Great Harmony in the World”.Finally,put forward countermeasures and suggestions to strengthen the third distribution:scientific top-level design of the third distribution,perfect legal construction of the third distribution,in-depth theoretical education of the third distribution,and speeific organization and implementation of the third distribution,it is necessary to strengthen the regional pilot project and realize the professional construction of public welfare and charitable undertakings.
