摘要
第三次分配作为初次分配和再分配的有益补充,是实现共同富裕的重要路径。第三次分配是以慈善事业为载体,以道德力量为主导的资源配置方式。网络慈善作为一种慈善新业态,对促进第三次分配的实现具有不可替代的优势。网络慈善以便捷性、互动性、透明性和高效性为特征,在第三次分配中彰显了扩大社会主体参与、衔接社会资源供需、推动社会信任积累、营设慈善精神风尚的重要价值。在此基础上,文章提出推进网络慈善的制度化建设,创新主体合作的网络慈善监管机制,加强网络慈善组织专业规范性,注重道德教育和情感认同的价值引领,以推动第三次分配效用的不断优化。
As a beneficial supplement to the primary distribution and redistribution,the third distribution is an important path to achieve common prosperity.The third distribution is a resource allocation mode with charity as the carrier and moral power as the dominant force.As a new form of charity,net-charity has irreplaceable advantages in promoting the realization of the third distribution.Net-charity is characterized by convenience,interactivity,transparency and efficiency.In the third distribution,it highlights the important value of expanding the participation of social subjects,connecting the supply and demand of social resources,promoting the accumulation of social trust and establishing the spirit of charity.On this basis,it is proposed to promote the institutionalization of network charity,innovate the supervision mechanism of network charity with the cooperation of main bodies,strengthen the professional standardization of network charity organizations,and pay attention to the value guidance of moral education and emotional identity,so as to promote the continuous optimization of the third distribution utility.
