摘要
当前,我国就业质量总体水平仍不高,更高质量就业促进机制的功能尚未充分显现。究其原因,宏观经济政策的精准度不够,公共就业财政保障的均衡性不足,民生领域重点制度的匹配度不高,及就业失业监测评价的可靠性不强。建议发挥宏观经济政策的主导作用,提高财政政策和货币政策的精准度;发挥公共财政支出的均衡保障作用,增强就业财政资金的使用效益;发挥民生保障制度的推动作用,夯实劳动就业创业服务和社会保险等民生领域制度的普惠性和兜底性;发挥就业失业监测的监控作用,提高城乡监测体系的科学性。
Nowadays,China’s employment quality is still low relatively,and its promotion mechanism’s function is partly restrained.Our macroeconomic policies are not accurate;the employment public finance is not balanced.The degree of matching of key systems in the people’s livelihood field is not high.The reliability of monitoring and evaluation of employment is poor.We suggest that enhance the macroeconomic policies’leading roles,the public finance’s equal supporting effects,and the people’s livelihood’s institution’s promoting effects,and play the employment monitor’s tracking roles,in order that China’s higher quality employment promotion mechanism is going to be sounder and efficient.
