摘要
普通高中教育是义务教育和高等教育之间的纽带,由于区域经济不均衡使得普通高中教育资源未能惠及所有人群,因此,研究普通高中教育资源配置效率具有重要意义。采用DEA方法对2013年至2015年普通高中资源配置情况进行研究发现,我国普通高中教育资源配置呈现以下特点:一是资源配置总体上效率良好,但出现逐年递减趋势;二是资源结构设置不合理,管理水平较低;三是存在明显的省际不均衡,经济发达地区资源配置效率都比较低;四是个别省份在资源分配过程中存在冗余;五是地方政府自给率和城镇化率影响显著且为负,人口密度影响显著为正,政府对教育的支持力度与资源配置效益则不相关。为了进一步提高普通高中资源配置效率,应加强统筹管理,建立绩效考评机制,建立国家层面的教育帮扶与互助政策。
Ordinary high school education is the link between compulsory education and higher education.Because of the imbalance of regional economy,ordinary high school education resources cannot benefit all people.Therefore,it is important to study the efficiency of resource allocation in ordinary high school education.By using DEA method to study the resource allocation of ordinary high schools from 2013 to 2015,it is found that ordinary high school resource allocation in China has the following characteristics:first,the overall efficiency of resource allocation is good,but there is a decreasing trend year by year;second,the resource structure is set irrationally and the management level is low;third,there is obvious inter-provincial imbalance,and the efficiency of resource allocation in economically developed areas is relatively low;fourth,there is redundancy in the process of resource allocation in individual provinces;fifth,the self-sufficiency rate and urbanization rate of local governments have a significantly negative impact,and the population density is significantly positive,while government’s support for education is irrelevant.In order to further improve the efficiency of ordinary high school resource allocation,we should strengthen overall management,establish a performance evaluation mechanism,and establish a policy of educational support and mutual assistance at the national level.
