摘要 新冠肺炎疫情期间,辽宁教育学院依托基础教育在线学习资源应用平台,为全省中小学师生提供教学指导和自主学习服务,有效缓解了疫情对教育教学工作的冲击,同时也呈现出泛在学习观念尚未达成普遍共识、学习资源以学科知识为主、平台使用覆盖面不均衡、不同群体学习效果满意度有差异、信息技术保障不足、师生的技术素养制约在线学习效果、教师服务学生自主学习的能力方法不足和家庭环境差异影响突出等问题。后疫情时代,基础教育在线学习资源应用平台建设和优化,既是常态化疫情防控背景下保障教育教学正常开展之需,也是基础教育走向现代化的主动之为,既要符合国际国内教育改革与发展大趋势,又要服务于未来教育和学习的大格局。只有通过优化基础条件、整合教育资源、提升师生信息技术和素养,构建以学习者为中心的全新教育生态,才能充分发挥现代信息技术服务教育的优势,进而有效、便捷、个性化、精准化地服务基础教育公平发展和质量提升。 During the epidemic COVID-19,Liaoning College of Education relied on the basic education online learning resource application platform to provide teaching guidance and independent learning services for teachers and students in primary and secondary schools in the province,effectively resisting the impact of the epidemic on the education and teaching of the education system.The platform’s centralized service education and teaching application shows that the ubiquitous learning concept has not yet reached a general consensus,the learning resources are based on subject knowledge teaching,the coverage of the platform is uneven,the satisfaction of different groups with learning effects is different,the information technology is insufficient,teachers and students’technical literacy restricts the effect of online learning,teachers’inadequate ability and methods to serve students’autonomous learning,and the prominent impact of family environment differences.In the post-epidemic era,the construction and optimization of provincial-level basic education online learning resource platforms is not only a need to ensure the normal development of education and teaching under the background of normalized epidemic prevention and control,but also an initiative to modernize basic education,which must conform to international and domestic education reforms and development.The general trend must serve the future of education and learning.Only by optimizing basic conditions,integrating educational resources,improving teacher and student information technology literacy,and building a new learnercentered education ecology,can modern information technology services be fully utilized.The advantages of education are effective,convenient,personalized and precise services for regional basic education,and for the fair development and quality improvement of basic education across the province.
