摘要
【目的/意义】探究新时代地方党政等用户决策咨询需求与地方决策环境变化所带来的地方智库服务能力结构与要素关系的变化。【方法/过程】剖析面向复杂环境变化的地方党政等用户的新需求,论证地方智库服务能力的转型变革及保障机制,提出地方智库服务能力重塑的战略思路。【结果/结论】面向用户的决策咨询新需求,地方智库需要建立与新需求相适应的新型服务能力,在完善保障机制的基础上加快地方智库服务能力的转型变革,构建网络及大数据环境下的新型服务能力。
【Purpose/significance】Exploring the changes in the structure and relationship of local think tank service capabilities brought about by the needs of user decision-making consultation and local decision-making environment in the new era.【Method/process】Analyze the new needs of local party and government users for complex environmental changes,demonstrate the transformational reform and guarantee mechanism of local think tank service capabilities,and propose the strategic thinking of rebuilding the local think tank service capabilities.【Result/conclusion】User-oriented decision-making consults new requirements.Local think-tank needs to establish new service capabilities that are compatible with new requirements.On the basis of improving the guarantee mechanism,it accelerates the transformation and transformation of local think-tank service capabilities and builds new service capabilities under the network and big data environment.
