摘要
随着科学技术的不断发展,盗掘古墓葬犯罪逐渐呈现出专业化、智能化、暴力化等特点,严重威胁我国文物安全。阵地控制一直是公安机关侦破盗掘古墓葬犯罪案件的重要手段,但面对复杂多变的犯罪新形势,这一手段的运用暴露出诸多问题。一是部分侦查主体的认识不到位,二是阵地控制能力不足,三是控制方法滞后,四是控制主体之间的协作不力。对此,侦查机关应更新阵地控制理念、拓宽阵地控制范围、创新阵地控制方法,建立多部门协作机制,强化阵地控制在打击、防控盗掘古墓葬犯罪中的重要作用。
With the continuous development of science and technology,thecrimeof excavating ancient tomb has gradually shown thecharacteristics of specialization,intellectualization and violence,which seriously threatens the security of our cultural relics.The position control has always been an important means for public securityorgans to detect cases of ancient tomb robbery,but it has exposed many deficiencies under the complex and changeable situation of crime.First,some of the investigation organs are not sufficiently aware of the importance of the position control.Second,investigation organs lack enough control capacity.Third,the control methods are outdated.Fourth,Lacking of good cooperation between diverse departments.In this regard,investigation organs should update the concept of control,broaden the scope of control,innovate control methods and establish amulti-sectoral cooperation mechanism,so that it can strengthen the important role of position control in combating and preventing the crime of excavating ancient tomb.
