摘要
在当前疫情反弹及疫情防控常态化背景下,亟须在坚持“人民至上”“立足战时”“着眼平时”“平战衔接”原则基础上,构建“平战结合”的社区疫情防控应急体系。公共卫生疫情的巨大危害性,以及当前基层社区治理存在的短板与不足,是构建“平战结合”社区疫情防控应急体系的必然要求和选择。构建党领导下多元主体参与的“平战结合”疫情防控社区治理共同体,对于创新社区治理机制,筑牢常态化疫情防控社会安全网,把疫情对人民群众生命健康安全和经济社会发展的危害降到最低,实现人民群众对美好生活的向往具有积极的现实意义。
In the context of the current resurgence of the epidemic and the normalization of epidemic prevention and control,it is urgent to establish a community epidemic prevention and control emergency response system that combines peacetime and wartime on the basis of the principles of“people first”,“based on wartime”,“focusing on peacetime”and“combiration of peacetime and wartime”.The great harm of public health epidemic and the shortcomings of community governance at the grassroots level are the inevitable requirements and choices for constructing the community epidemic prevention and control emergency response system that combining peacetime and wartime.Building a“combination of peacetime and wartime”epidemic prevention and control community governance community with the participation of multiple subjects under the leadership of the party is of positive and practical significance for innovating the community governance mechanism,strengthening the social safety net of normalized epidemic prevention and control,minimizing the harm of the epidemic to the lives,health and safety of the people and economic and social development,and realizing the people’s yearning for a better life.
