摘要
"治理"是当代政治学与公共管理研究的重要范式,从管理向"治理"的转变也被视为当前中国地方政府创新的重要方向。但地方政府社会治理创新的实践经验凸显出传统治理理论的主要缺陷:忽视"治理失灵"的可能性,未能回答治理发展的主体、路径问题。而方兴未艾的"元治理"理论强调政府在社会治理中的主轴角色,倡导政府运用制度化途径提高社会自组织能力、优化社会治理体系,为当代中国地方治理变革提供了新视野。
'Governance'is an important paradigm in contemporary political science and public administration. The transition from management to governance is seen as the main direction of China's local government innovation. But the local innovation practice in social governance highlights the defect of the traditional'governance theory': the failure to give reasonable positioning of the government's role,the possibility of'governance failure'. The metagovernance theory,putting a high value on the role of government in social governance,could provide some new visions for contemporary China local governance change.
