摘要
改革和完善党的执政方式既是社会主义市场经济发展的客观要求,又是应对“入世”挑战的重要举措;既是“依法治国”的题中应有之义,又是政治体制改革的关键一着。为此就必须从实际出发,解放思想,与时俱进,创新执政理念,坚持执政为民;进一步理顺党政关系,努力实现共产党执政方式的规范化;坚持依法执政,努力实现共产党执政方式的法治化;建立高效、廉洁政府,努力实现共产党执政方式的现代化;加强民主政治建设,努力实现共产党执政方式的民主化;改革和完善决策机制,努力实现共产党决策的科学化;健全和完善监督机制,不断巩固党的执政地位。唯如此,才能大幅度提升党的执政能力和执政水平。
The only and necessary way to deal with 'Entering WTO' challenge and developing market economy is how to reform and perfect the method of the leadership of the Communist Party of China which is supposed to be significant in governing the country and an important act in keeping look out 'westernization', 'differentiation'. Therefore, the CPC most creates the notion of being in power, puts in good order the relationship between the Party and the Administration, keeps on enforcing the policies according to law, builds up an efficient and honest government, strengthens mechanism of policy -making, perfects the restriction of supervision so as to amplify the Party's power and the level of governing.
