通过外部性模型分析了庇古等人的利益调整和科斯等人的改变利益调整初始条件这 2种相对立的解决外部性问题观点以后 ,指出外部性问题解决的办法——退耕还林还草及补偿措施。同时 。
Farming and cultivated land on steep slopes in the Upper Yangtze River Valley is an economic activity with externality. Using model, the author analyzes Pigou's theory on interest adjustment and Coase's theory on changing preconditions of interest adjustment. The two theories tended to solve the problem of externality. And proposes that government should reforest and establish compensation system. After this, the author analyzes the standard of compensation and some questions should be noticed when compensation system be practiced.
