摘要
突出基层党组织政治功能的实质是坚持"以人民为中心",其核心内涵就是要巩固党的执政基础,加强党的领导核心作用;贯彻党的决定,维护党中央权威和集中统一领导;宣传党的主张,加强党的意识形态建设。这是在新时代背景下,我国应对社会主要矛盾新变化、推进全面从严治党向基层延伸、推动习近平新时代中国特色社会主义思想深入人心的需要。突出基层党组织政治功能应当完善组织体系网络,加强基层服务型党组织建设;健全基层党组织运行机制和制度,提高基层党组织建设的制度化水平;加强思想建党,充分发挥基层党组织的政治引领作用。
The nature of highlighting the political function of Grassroots Party Organizations is to adhere to the'people-centered'.Its core connotation is to consolidate the Party’s ruling foundation,strengthen the core role of the Party’s leadership;implement the Party’s decision,safeguard the Party’s central authority and centralize unified leadership;publicize the Party’s ideas and strengthen the Party’s ideological construction.Under the context of the new era,there are need for China to cope with the new changes in the major social contradictions,promote the comprehensive and strict governance of the party to the grassroots level,boost the Xi Jinping’s new era of socialism with Chinese characteristics into the hearts of the people.To highlight the political function of Grassroots Party Organizations,we should improve the network of organizational systems and strengthen the construction of service-oriented Grassroots Party Organizations,ameliorate the operational mechanisms and systems of Grassroots Party Organizations,reinforce the ideological Party building and give full play to the political leading role of Grassroots Party Organizations.
