摘要
分析了我国特色新型科技智库建设的基本现状,包括智库建设起步较晚,但呈现规模不断增长,影响力不断提升的良好态势;研究力量相对不足,并缺乏整合;成果产出不足,转化率不高;分布不均,发展不均衡;同质化问题比较突出;国际影响力相对不足。限制科技智库建设的约束条件主要包括理念、重视度、体制机制、信息数据资源和经费投入等。提出了特色新型科技智库建设的基本路径,包括建设目标、价值取向、基本特征、体系构架和支撑条件。
This paper evaluates the basic status of construction of new science and technology think tanks,including that although the constructions start late,they show a good trend of increasing scale and increasing influence;the research teams are relatively insufficient and lack integration;the outputs are insufficient,the transformation rate is not high;the distributions are uneven and the developments are imbalanced;the problems of homogenization are prominent;the international influences are relatively insufficient.The Restrictions mainly include concepts,values,institutional mechanisms,information and data resources as well as funds.The basic implementation paths are as following:construction objectives,value orientations,basic characteristics,system architecture and supporting conditions.
