摘要
产权制度是市场经济中的基本经济制度,没有产权的市场经济不可能存在。产权制度不仅是市场经济最强大的动力机制,同样可以明确政府职责,有效界定政府与市场权限。更重要的是,产权制度是市场信用的基础。目前市场经济中出现的失信行为与产权缺陷关系紧密。产权不清晰、特权凌驾于产权之上、权能失衡使失信行为发生。只有合理界定产权、建立现代企业制度、发挥政府与市场的作用、建构诚信法和诚信制度体系,才能建立有效市场信用体系。
Property rights system is a basic economic system in the market economy,with which the mar-ket economy can't exist. Property rights system is not only the most powerful motive mechanism of mar-ket economy,but also defines the function of government and clarifies the jurisdiction of the market andgovernment. More importantly,it works as the basis of market credit. At present,discreditable behaviorsin the market is closely related to property defects. Dishonest behaviors appear in the condition of ambig-uous property rights,the privilege above property rights,and the imbalance between rights and ability.We can construct an effective property right system only in the condition that reasonable property rightsare defined,a modern enterprise system is established,the role of government and market is properlycome into play,and a social trustworthiness system is constructed.
