摘要
新中国成立70年来,城乡关系不断调整和演进。新中国成立初期建立并强化城乡二元体制,改革开放后城乡二元体制开始破除,党的十六大后统筹城乡发展,十七大后推动城乡发展一体化,十九大提出城乡融合发展方略,城乡关系一直在适时调整完善。改革的主线是不断明晰政府与市场的关系,一方面持续强化政府的公共资源配置职能,推进城乡基础设施一体化、公共服务均等化,提升乡村治理能力;另一方面持续推进城乡商品市场一体化和要素市场一体化。当前,我国正在进入城乡融合发展的加速期。新时期推进城乡融合发展,要继续坚持以处理好政府和市场的关系为主线,使市场在资源配置中起决定性作用,更好发挥政府作用,在城镇化的大格局下重塑城乡关系,实现城乡功能互补、协调发展,共同推进整个国家现代化进程。
Since the founding of New China 70 years ago,urban-rural relations have been continuously adjusted and evolved.In the early days of the founding of New China,the urban-rural dual system was established and strengthened.After the 16 th National Congress of the Communist Party of China,the urban and rural development was coordinated.After the 17 th National Congress,the integration of urban and rural development was promoted.The 19 th National Congress proposed the development strategy of urban and rural integration.The urban-rural relationship has been adjusted and improved ever since.The main line of reform is to clarify the relationship between the government and the market.On the one hand,it will continue to strengthen the government’s public resource allocation function,promote the integration of urban and rural infrastructure,equalize public services,and enhance rural governance capabilities.On the other hand,it continues to promote the integration of urban and rural commodity markets and the integration of factor markets.At present,China is entering an accelerated period of urban-rural integration and development.In the new era,we will promote the integration of urban and rural development.We must continue to adhere to the relationship between the government and the market as the main line,so that the market plays a decisive role in resource allocation and better plays the role of the government.At the same time,under the large pattern of urbanization,we will reshape urban-rural relations,realize complementary functions and coordinated development of urban and rural areas,and jointly promote the modernization process of the entire country.
