摘要
未成年人盗窃犯罪数量居高不下,跨域化、职业化、团伙化犯罪特征明显,现已成为社会聚焦的热点。“情指行”一体化可实现情报中心、指挥中心和基层实战部门优势互补,促使公安机关指挥工作和实战部署更加合理,对及时化解各类社会安全风险有重要的作用。当前,“情指行”一体化赋能未成年人盗窃犯罪预防面临着情报预警精准性不高、指挥决策指导性不强、行动协同共治性不足等困境。公安机关应强化情报预警、指挥决策、行动协同,实现未成年人盗窃犯罪预防的“线上+线下”精准感知、“研判+落地”科学指导、“科技+警力”合力共治,不断提升公安机关新质战斗力。
The number of juvenile delinquency on theft remains high,with obvious characteristics of cross domain,professional,and gang based crimes,which have become a hot spot in the society.The integration of“intelligence,command and action”can achieve complementary advantages among intelligence centers,command centers,and grassroots combat departments,promote more reasonable command and deployment of public security organs,and play an important role in timely resolving various social security risks.At present,the integration of“intelligence,command and action”to empower the juvenile delinquency prevention on theft is facing difficulties such as low accuracy of intelligence warning,weak guidance for command and decision-making,and insufficient coordination and governance of actions.In this regard,public security organs should strengthen intelligence warning,command decision-making,and action coordination,so as to make the precise perception of juvenile delinquency prevention on theft through“online+offline”,scientific guidance through“analysis+implementation”,and joint governance through“technology+police force”,eventually,leading to continuously improve the combat effectiveness of public security with new qualities.
