摘要
科学识别耕地整治的优先次序与分区,有助于落实耕地“两平衡”政策,达到保障国家粮食安全与优化国土空间格局的目的。采用改进MCR模型,综合考虑不同等级耕地源的拓展效应,从自然、生态和社会经济3个方面建立综合阻力面来模拟耕地扩展过程中克服的阻力大小,据此将研究区耕地整治时序分为优先整治区、优化整治区、限制整治区和禁止整治区。结果表明,优先整治区面积为638.11 km^(2),占比为35.65%;优化整治区面积为669.25 km^(2),占比为37.39%;限制整治区面积为371.95 km^(2),占比为20.78%;禁止整治区面积为110.62 km^(2),占比为6.18%。研究结果可为全域土地综合整治和耕地进出平衡方案编制提供新的方法和依据。
Scientific identification of the priorities and zoning of cultivated land consolidation can help to implement the policy of“two balances”of cultivated land,and achieve the purpose of guaranteeing national food security and optimizing the spatial pattern of territory.In this paper,using the improved MCR model,considering the expansion effect of different levels of cultivated land sources,we established comprehensive resistance surfaces from natural,ecological and socio-economic aspects to simulate the amount of resistance value in the process of cultivated land expansion.Then,according to the amount of resistance value,we divided the cultivated land consolidation time series of study area into four sub-zones,namely priority consolidation area,optimization consolidation area,restriction consolidation area and prohibited consolidation area.The results show that the priority consolidation area covers an area of 638.11 km^(2),accounting for 35.65%of the total area.The optimization consolidation area covers an area of 669.25km^(2),accounting for 37.39%of the total area.The restriction consolidation area covers an area of 371.95km^(2),accounting for 20.78%of the total area.The prohibited consolidation area covers an area of 110.62 km^(2),accounting for 6.18%of the total area.The results can provide a new method and basis for the comprehensive land consolidation and the formulation of cultivated land in-and-out balance programs.
