摘要
云南省沿边地区8个州(市)具有独特的地理位置和资源条件,沿边地区高质量承接产业转移,既是推动“一带一路”合作、促进区域协调发展的重要举措,也是云南共建沿边开放新高地和承接国内外产业转移重要示范区的关键任务。为了客观全面地分析云南省沿边地区的产业转移承接力,依据产业转移承接能力的定义及其相关影响因素,挑选了相应的评价指标,从而构建了一个用于评估产业转移承接能力的指标体系。在构造评价指标体系的基础上采用因子分析法动态评价云南省沿边地区承接产业转移力,并从吸引力、支撑力、发展力三个方面深入分析。研究发现,样本期间沿边区域承接产业转移的整体能力在逐步提升,但地区差异也较为明显。其中,红河州综合能力较高,德宏州和怒江州表现较弱,普洱市和西双版纳州波动较大。最后针对研究结果得出当下沿边州(市)在产业转移承接方面的困难,并对此提出建议。
The eight prefectures(cities)along the border areas of Yunnan Province have unique geographical positions and resource conditions,enabling high-quality industrial transfer acceptance in these regions.This is both a crucial measure for advancing the Belt and Road Initiative and promoting regional coordinated development,as well as a key task for Yunnan in building a new frontier for openness along the border and establishing an important demonstration zone for accepting domestic and international industrial transfers.To objectively and comprehensively analyze the industrial transfer acceptance capacity of Yunnan's border areas,this paper selects relevant evaluation indicators based on the definition of industrial transfer acceptance capacity and its influencing factors,thereby constructing an indicator system for evaluating this capacity.On the basis of this evaluation indicator system,the paper employs factor analysis to dynamically assess the industrial transfer acceptance capacity of Yunnan's border regions,with an in-depth analysis from three perspectives:attractiveness,support,and developmental capacity.The study finds that during the sample period,the overall ability of the border regions to accept industrial transfers has gradually improved,though regional differences are also apparent.Among them,Honghe Prefecture demonstrates relatively high comprehensive capability,while Dehong Prefecture and Nujiang Prefecture show weaker performance,and Puer City and Xishuangbanna Prefecture exhibit greater fluctuations.Finally,based on the research results,the paper identifies current challenges facing the border prefectures(cities)in industrial transfer acceptance and provides relevant recommendations.
