摘要
面对21世纪社会发展的新挑战,大学等高等教育机构由于具有培养学习者技能、调动教育资源和提供学习机会的潜力,成为国际社会推进终身学习的着力点。以联合国教科文组织为代表的相关国际组织,相继发布了一系列报告推进大学开展终身学习活动。这一进程历经理念化、战略化、实践化及制度化4个阶段,呈现出深刻内涵,并具有前瞻性指导意义。其中,从关注个体技能提升到增进全民福祉的价值转向,促使大学社会服务职能呈现新的范式特征,并要求终身学习从大学第三使命转变为机构核心使命。面对这一国际趋势,未来中国需在政策层面指引大学变革的总体方向,鼓励大学等相关机构将终身学习作为优先事项,并在学习变革中为学习者提供多元教育服务,以推进大学向全民终身学习机构转型。
Facing a wide range of new challenges in the 21st century,international organizations(esp.UNESCO)have promptly recognized and repeatedly emphasized the important role played by universities and other higher education institutions in promoting lifelong learning,because these institutions are designated to pool educational resources,provide learning opportunities and develop learning skills.In fact,UNESCO has published plenty of reports discussing the concept,strategies,practices and policies of life-long learning in higher education.In these reports,universities are redefined as centers of lifelong learning.They need to transcend their traditional role of“preparing students for the future”and take on the mission of“improving welfare and wellbeing for all”.To promote the transformation of universities in China into institutions of“life-long learning for all”,we should develop regulatory policies,encouraging universities to be fully dedicated to“learning throughout life”,diversify their provision of learning,and cater to the needs of a fast-growing population of non-traditional students.
