建设全球创新之都战略下进一步促进深圳科技成果转化效率研究:创新价值链视角 被引量:1

On Further Promotion of Efficiency of Sci-Tech Achievement Transformation in Shenzhen under the Strategy of Building a Global Innovation Hub:In the Perspective of Innovation Value Chain

摘要 探明深圳科技成果转化效率现状与动态演变特征,有利于构建富有特色的区域科技成果转化模式,推动建设具有全球影响力的创新创业之都。基于创新价值链视角,将科技成果转化过程划分为科技研发阶段和成果转化阶段,应用两阶段关联网络DEA模型并选取17个重点创新城市构成参照系,对深圳2015—2021年科技成果转化的整体效率、科技研发效率和成果转化效率展开横向对比、矩阵变动比较及纵向发展变化趋势分析。研究发现:深圳科技成果转化整体效率离最优水平还有较大距离,科技研发效率和成果转化效率与先进城市均存在一定差距;深圳科技研发效率的提升未能促进成果转化效率的改善;成果转化阶段效率是阻碍深圳科技成果转化进一步提升的主要瓶颈。基于深圳科技成果转化存在的问题,从优化科技资源配置、完善以市场为导向的创新体系及提升两阶段耦合协调水平三个方面提出建议,为促进深圳科技成果转化效率的路径优化及政策设计提供依据。 An exploration of the current situation and dynamic evolution characteristics of the Sci-Tech achievement transformation efficiency in Shenzhen is conducive to the construction of a distinctive regional mode for the transformation of Sci-Tech achievements and the promotion of the establishment of a globally influential innovation and entrepreneurship hub.Exactly,from the perspective of the innovation value chain,the process of Sci-Tech achievement transformation is categorized into two stages:Sci-Tech research and development and achievement transformation.Subsequently,a two-stage relational network DEA model is utilized,and 17 key innovative cities are taken as a reference system to undertake horizontal comparisons,matrix change comparisons and longitudinal development trend analyses of Shenzhen’s overall efficiency,research and development efficiency and achievement transformation efficiency in the realm of Sci-Tech achievement transformation during the period of 2015 to 2021.The findings indicate that Shenzhen’s overall efficiency in Sci-Tech achievement transformation is still not optimal,and there exist disparities between Shenzhen and other advanced cities in terms of research and development efficiency and achievement transformation efficiency.Furthermore,the advancement in Shenzhen’s research and development efficiency has not facilitated the improvement of achievement transformation efficiency.The inefficiency at the achievement transformation stage represents the primary bottleneck impeding further progress in Shenzhen’s Sci-Tech achievement transformation.Based on these challenges in Shenzhen’s Sci-Tech achievement transformation,proposals are put forward in three aspects:optimizing the allocation of Sci-Tech resources,enhancing the market-oriented innovation system and improving the coupling and coordination between the two stages.These proposals can serve as a foundation for the optimization of the pathway and the formulation of the policies to improve Shenzhen’s Sci-Tech achievement transformation efficiency.
