新发展阶段MPA教育高质量发展:现实困境与实践路向

High-Quality Development of MPA Graduate Education in the New Development Stage:Realistic Difficulties and Practical Directions

摘要 高质量发展是全面建设社会主义现代化国家的首要任务,是新发展阶段的重要特点,也是教育工作的核心要义,MPA教育作为公共部门人才培养的重要途径,具有重要的战略意义。新发展阶段对提升MPA教育质量也提出了更高的要求,将新发展理念全要素融入MPA教育发展是新发展阶段我国MPA教育高质量发展的必然要求。现阶段我国MPA教育仍然存在着课程体系与学生需求脱节、案例教学体系尚未成熟、师资队伍与教学需求存在差距、实践和科研动力不足、教育质量评估体系不够健全等问题。基于新发展理念以及现阶段我国MPA教育困境,从“以创新为引领,优化培养体系;以协调为基础,建立合理的激励考核制度;以共享为目标,政校企多方联合培养;以绿色发展为导向,建立科学的质量评估体系;以开放为引擎,构筑多层次交流平台”五个层面提出MPA教育高质量发展的实践路向。 High-quality development is the primary task of building a modern socialist country in an all-round way,an important feature of the new development stage and the core essence of education.MPA graduate education,as an important way to cultivate talents in the public sector,has important strategic significance in national development.The new development stage also makes higher requirements for improving the quality of MPA graduate education,and therefore integrating all elements of the new development philosophy into the development of MPA education is an inevitable requirement for the high-quality development of MPA education in China in the new development stage.At this stage,however,there still exist some problems in MPA postgraduate education in China,such as a mismatch between curriculum system and students’needs,an immature case teaching system,the gap between faculty and teaching needs,insufficient motivation for practice and scientific research,and an imperfect education quality evaluation system.Based on the new development philosophy and in response to these current difficulties in China’s MPA graduate education,in this article we propose a practical roadmap for the high-quality development of MPA graduate education from the following five aspects,namely“optimizing the cultivation system by taking innovation as the leading role;establishing a reasonable incentive appraisal system on the basis of coordination;jointly cultivating talents among government,universities and enterprises by taking sharing as the objective;developing scientific quality assessment system by taking green development as the guidance;and building a multi-level communication platform by taking openness as the engine”.
