滨水低洼地区水安全韧性提升的策略与实践

Strategies and practices for enhancing water security resilience in waterfront low-lying areas

摘要 滨水低洼地区是承受洪涝灾害冲击的高度敏感区域,在气候变化和城市化的双重影响下,滨水低洼地区的水安全形势日趋严峻。提升滨水低洼地区的水安全韧性,是应对气候变化和灾害风险的必然要求,也是提升城市发展可持续性和韧性的有效途径。在常规达标治理措施的基础上,文章从空间用地保障、排水系统完善、应急能力强化3个方面,提出滨水低洼地区水安全韧性提升的一般性策略。并以我国中部某典型滨河低洼城市中心城区为例,通过分析其水安全问题及需求,针对性地提出韧性提升策略。文章相关研究内容和结论能够为同类型其他地区提升水安全韧性和水安全保障能力提供参考。 Waterfront low-lying areas are highly sensitive areas subject to the impact of floods and disasters,and under the dual impact of climate change and urbanization,the water safety situation in waterfront low-lying areas is becoming increasingly severe.Enhancing the water security resilience of waterfront low-lying areas is an inevitable requirement to cope with climate change and disaster risks,and also an effective way to enhance the sustainability and resilience of urban development.On the basis of the conventional standardized management measures,this article proposes general strategies for water security resilience enhancement in waterfront low-lying areas from three aspects,including spatial land use guarantee,drainage system improvement,and emergency capability consolidation.Taking the central urban area of a typical riverfront low-lying city in central China as an example,through the analysis of water safety problems and needs,this article contrapuntally put forward resilience enhancement strategies.Relevant research content and conclusions can provide reference for other similar areas to enhance water security resilience and guarantee capability.
