摘要
县级公立中医医院作为卫生医疗体系中的一环,起到承接大型综合医院和引领乡镇医院的重要作用。因此,县级公立中医医院的独特定位及学科特性要求其具有一定“韧性”,以面对外界风险和不确定性。作者基于系统权变组织理论,从物理韧性维度、组织结构韧性维度、经济技术韧性维度、社会心理韧性维度和管理韧性维度5个方面表现为县级公立中医医院韧性治理的维度,并提出相应韧性治理路径,以期提升县级公立中医医院应对风险挑战和复杂环境的能力,进而实现县级中医医院高质量发展。
As an integral component of the healthcare system,county-level public traditional Chinese medicine(TCM)hospitals play a crucial role in bridging large general hospitals and leading township hospitals.Their unique positioning and disciplinary characteristics necessitate a certain degree of"resilience"to cope with external risks and uncertainties.Based on system contingency organization theory,this study identifies five dimensions of resilience governance in county-level public TCM hospitals:physical resilience,organizational structural resilience,economic and technological resilience,social and psychological resilience,and managerial resilience.Corresponding resilience governance pathways are proposed to enhance the ability of these hospitals to navigate risks and complex environments,ultimately promoting high-quality development.
