摘要
为研究常州市道路扬尘污染管控现状及其优化途径,采用事实研究、实地调研、文献资料调研、结合比对分析和统计分析等多种方法,对常州市和周边城市空气颗粒物、道路扬尘污染现状和管控措施实施效果进行评估。结果表明:在秋冬季,常州及周边城市空气环境主要污染物是细颗粒物污染(PM_(2.5)),扬尘污染在本地贡献颗粒物污染中约占50%,与大气颗粒物污染高度相关,空气质量与无锡市、苏州市相比仍存在一定差距。对常州市及周边城市道路扬尘管控现状进行分析,表明:常州市道路保洁投入单价为7.8元,明显低于苏州市(10.7元)和无锡市(11.98元)。同时,常州市保洁车辆全省占比仅4.04%,新能源保洁车辆仅占保洁车辆的6.8%。常州市现有保洁车辆作业时,PM_(2.5)年排放为62.6 kg,PM10年排放为66.1 kg。基于此,从产业结构优化整合、加大科技力量支撑、加大财政资金保障投入、科学制定作业标准、强化部门联动协作和严格道路积尘考核标准等方面提出常州市道路扬尘管控优化的路径。
In order to study the current situation and optimization methods of road dust pollution control in Changzhou City,various methods such as factual research,field investigation,literature research,comparative analysis,and statistical analysis were used to evaluate the current situation of air particulate matter and road dust pollution in Changzhou and surrounding cities,as well as the implementation effect of control measures.The results show that in autumn and winter,the main pollutant in the air environment of Changzhou and surrounding cities is fine particulate matter pollution(PM_(2.5)),and dust pollution accounts for about 50%of the local contribution to particulate matter pollution,which is highly correlated with atmospheric particulate matter pollution.There is still a certain gap in air quality compared to Wuxi and Suzhou.An analysis of the current situation of dust control on roads in Changzhou and surrounding cities shows that the unit price of road cleaning investment in Changzhou is¥7.8,significantly lower than that in Suzhou(¥10.7 yuan)and Wuxi(¥11.98).Meanwhile,the proportion of cleaning vehicles in Changzhou province is only 4.04%,and the proportion of new energy cleaning vehicles is only 6.8%.During the operation of cleaning vehicles in Changzhou City,the annual emissions of PM_(2.5)are 62.6kg and PM_(10)are 66.1 kg.Based on this research,it is proposed to optimize the implementation of road dust control in Changzhou City from the aspects of optimizing and integrating industrial structures,increasing technological support,increasing financial support investment,scientifically formulating operational standards,strengthening departmental linkage and cooperation,and strictly assessing road dust accumulation standards.
