摘要
中国和日本两国创立院士制度的初衷和意图大致相同,都是借鉴法国科学院模式,采用政府集中管理方式,打造国家意图与科技发展战略高度同步、相互支撑的格局,但在具体运行实践和发展实效方面却大相迥异。日本院士制度主要依托日本学士院发展,回溯和总结日本院士制度的运行实践,在保持和聚焦核心功能、维护组织管理独立、有效遏制组织规模膨胀、严格院士遴选候补标准、夯实组织运行的法治保障等方面都有大胆精巧的设计和创新。这些经验恰恰是中国院士制度进一步改革优化的主要内容,因而科学借鉴和理性参考相关经验是十分必要的。
The original intention and intention of establishing the academician system in China and Japan are roughly the same.Both countries borrowed from the French Academy of Sciences model,adopted a centralized government management approach and created a highly synchronized and mutually supportive pattern between national intentions and scientific and technological development strategies.However,there are significant differences in specific operational practices and development effectiveness.The Japanese academician system mainly relies on the development of Japanese academies,tracing and summarizing the operational practices of the Japanese academician system.It has bold and ingenious designs and innovations in maintaining and focusing on core functions,maintaining organizational management independence,effectively curbing organizational scale expansion,strictly selecting candidate standards for academicians,and strengthening legal guarantees for organizational operation.These experiences are precisely the main content of the further reform and optimization of the Chinese academician system,so it is necessary to scientifically and rationally refer torelevant experiences.
