我国新型职业农民数字技能培育政策透视——基于“时间—工具—力度”三维分析框架

Perspectives on China’s Digital Skills Training Policy for New Vocational Peasants—Three-Dimensional Analytical Framework Based on“Time-Tool-Strength”

摘要 政策对新型职业农民数字技能培育而言具有极为关键的方向标作用。通过构建“时间—工具—力度”三维政策分析框架,以2012—2023年国家和地方层面发布的105份政策文本为对象进行的实证分析发现:在时间维度,我国新型职业农民数字技能培育政策经历了概念新生期、快速拓展期、稳步发展期和高素质迭代期等阶段,呈现出稳步上升态势与波峰波谷交替出现的特征;在工具维度,相关政策体现为由命令性、激励性、能力建设、系统变革等四大类型及其11个政策核心要素构成,其中能力建设政策关注度最高,涵盖14个工作领域的数字技能要素;在力度维度,中共中央、国务院层面出台的政策最多,而教育部、人力资源社会保障部等层面的关注较少。基于不同维度的交叉分析发现,我国新型职业农民数字技能培育政策要素的聚焦演变、发展分布及逻辑关联,在“时间—工具—力度”的三维分析框架中体现出立体、动态的特点。未来我国新型职业农民数字技能培育政策应加快顶层设计,制定“数字技能培育国家专项政策”;彰显地域特色与群体包容性,引导形成强针对性的“数字技能培育行动计划”;注重正向激励与聚合效应,形成“合作伙伴参与数字技能培育”的政策支持。 Policies serve as a crucial guidepost for the digital skills training of new vocational peasants.By constructing a three-dimensional policy analytical framework of“time-tool-strength”,an empirical analysis of 105 policy texts issued at the national and local levels from 2012 to 2023 reveals the following results.In the time dimension,China’s digital skills training policy for new vocational peasants has gone through such stages as the emergence of concept,rapid expansion,steady development and the high-quality iteration,showing a steady upward trend alternating between peaks and valleys.In the tool dimension,the relevant policy is composed of four major types and 11 core elements,such as command,incentive,capacity building and systemic change,among which the capacity-building policy has gained the highest attention,covering the elements of digital skills in 14 work areas.In the strength dimension,the policies issued at the level of the Central Committee of the Communist Party of China and the State Council were the most numerous,while those at the level of the Ministry of Education and the Ministry of Human Resources and Social Security received less attention.As a result of the cross-analysis in different dimensions,it has been found that the evolution of the focus,the development and distribution,and the logical correlation of the elements of China’s policy on digital skills training for new vocational peasants are stereo and dynamic in the three-dimensional analytical framework of“time-tool-strength”.Digital skills training policy for new vocational peasants in China in the future should accelerate the top-level design to formulate special national policy on digital skills training,highlight the regional characteristics and inclusiveness of groups to guide the formation of a strongly targeted action plan for digital skills training,and focus on positive incentives and aggregation effects to form policy support for“partners to participate in digital skills training”.
