摘要
为对浙江省危险化学品生产和使用企业的安全监管及事故的应急救援能力提升提出对策,统计了浙江省危险化学品企业数量和2013—2022年危险化学品事故情况,分析了企业行业分布、事故发生的时段分布特征以及当前的安全监管问题。结果表明,浙江省危险化学品企业集中分布在轻工、机械、化工和纺织等行业,每年6—9月是危险化学品事故多发月份,约占全年事故的39.6%;每天上下班后的一段时间是事故高发时段,发生的危险化学品事故明显高于其他时段,9:00和10:00分别是化工总警情和火灾的最高峰;企业安全设防水平低、员工安全培训不到位、监管和应急救援准备不足是危险化学品使用企业安全监管存在的主要问题。针对危险化学品企业的类型、事故情况以及安全监管问题提出了监管和应急救援对策。
In order to put forward countermeasures to improve the safety supervision and emergency rescue ability of hazardous chemicals manufacturing and using enterprises in Zhejiang Province,the data of hazardous chemicals en-terprises and hazardous chemical accidents from 2013 to 2022 in Zhejiang Province were statistically analysed,and the industry distribution of enterprises,distribution characteristics of time period of accidents and current safety super-vision problems were analysed.The results show that the hazardous chemicals enterprises in Zhejiang Province are concentrated in light industry,machinery and textile industries.Moreover,June to September experience a significant surge in hazardous chemical accidents,accounting for about 39.6%of annual accidents.The period after commuting every day is the peak time for hazardous chemical accidents,and the number of hazardous chemical accidents is sig-nificantly higher than those of other periods.9:00 am and 10:00 am are the peak times for the overall chemical alarm situation and fires,respectively.The main problems in the safety supervision of enterprises using hazardous chemicals are the low level of enterprise safety fortification,inaccurate risk identification,inadequate personnel safety training,and insufficient ratio of safety supervision personnel.According to the types of hazardous chemicals enterprises,acci-dent situation and the safety supervision issues,supervision and emergency rescue countermeasures are proposed.
