摘要
本文研究主旨是乡村地区引入长期护理保险制度的社会过程与运行机制。当前,我国长期护理保险制度正处于分级式政策试验阶段,各个制度主体在其中表达自身的利益诉求和制度观念,影响并塑造着微观制度形态。本文以中国东南地区X市乡村地区长期护理保险实践为例,考察了地方政府、乡村社会和乡村居民在长期护理保险试点过程中的互动过程,阐述了以社会再分配利益和乡村社会基础为核心的制度微观运行机制,认为当前我国长期护理保险实践中存在地方政府与乡村社会之间具有互相独立又彼此融合的“双重主体性”特征。本文认为,当前在我国乡村地区推进长期护理保险制度建设具有必要性和紧迫性,需要寻找长期护理保险制度设计与乡村居民利益表达之间的平衡点,加强公共资源向经济—社会双薄弱地区的再分配,并系统性完善我国乡村地区养老照护服务体系建设。
This study explores the social process and operational mechanisms of the implementation of modern social welfare system in rural China.The long-term care insurance system is currently in the stage of tiered policy trials,in which various system entities express their own interests and institutional con-cepts,influencing and shaping the micro-system form.Taking the long-term care insurance practice in a rural area of China as an example,this paper examines the interactions among local government,rural so-ciety and rural residents during the long-term care insurance pilot process,and explains the institutional micro-operation mechanism centered on social redistribution benefits and rural social context.It is be-lieved that in the current long-term care insurance practice,there is a"dual subjectivity"feature between the local government and rural society,which means they are both independent and integrated with each other.This paper finds that it is necessary and urgent to promote the construction of long-term care insur-ance system tailored to rural China.It is also necessary to find the balance between the design of the long-term care insurance system and the expression of rural residents’interests,strengthen the redistribution of public resources to both economically and socially weaker areas,and systematically improve the construc-tion of the rural elderly care system.
