摘要
习近平同志在浙江工作期间将“八八战略”作为浙江发展的总纲领,并将如何认识、践行与发展人民民主内嵌于“八八战略”之中,形成了较为完整的人民民主理论体系,为全过程人民民主的形成奠定了重要基础。在空间生产的视角下,人民民主理论体系切实转化为民主实践,主要由空间边界、空间状态等维度展开。浙江省基层人大机关在此框架内,具体通过打造民主空间、消融空间边界、并置空间组合、创新时空压缩的方式,形成了以人大代表联络站为空间载体的民主单元工作体系,切实地体现了人民利益、反映了人民意志、维护了人民权益,为全过程人民民主的省域实践贡献了浙江经验、浙江素材。
During Chinese President Xi Jinping’s working in Zhejiang Province,he regarded the“Double-Eight Strategy”as the general guideline for developing Zhejiang and embedded how to recognize,practise and develop people’s democracy in the“Double-Eight Strategy”,resulting in the establishment of a relatively complete theoretical system of people’s democracy,and laying an important foundation for the formation of the wholeprocess people’s democracy.From the perspective of the spatial production,people’s democracy theory has effectively transformed into democratic practice that mainly concerns such dimensions as spatial boundaries and spatial states.Within this framework,the grassroots People’s Congress organs in Zhejiang Province,by means of creating democratic space,ablating spatial boundary,juxtaposing spatial combination and innovating timespace compression,have formed a democratic unit work system with the NPC Deputy Liaison Station as the space carrier,and have effectively embodied people’s interests,reflected people’s will and maintained people’s rights and interests,contributing Zhejiang experience and materials to the provincial practice of the wholeprocess people’s democracy.
