摘要
目的 构建科学可行的卫生健康街镇评价指标体系,为上海市卫生健康街镇建设提供评价依据。方法 通过文献研究、专家咨询会议初步构建上海市卫生健康街镇评价指标体系,利用德尔菲法筛选指标并确定指标,采用层次分析法为指标赋权。结果 通过2轮德尔菲法构建的上海市卫生健康街镇评价指标体系包括健康环境、健康服务、健康参与、健康治理、健康人群5个一级指标、18个二级指标和40个三级指标,其中一级指标权重分别为0.246 5、0.242 1、0.154 2、0.187 6、0.169 6。结论 研究构建的上海市卫生健康街镇评价指标体系可靠性较高,且有一定的创新性和引领性,为上海市卫生健康街镇的建设和评价提供了行动指南和科学依据。
Objective To develop a scientifically sound evaluation index system of healthy subdistrict in Shanghai with evaluation basis for the construction.Methods The evaluation index system was initially established through literature review and expert consultation meeting.The Delphi method was used to screen and determine the indicators,and finally,the analytic hierarchy process(AHP)was employed to weight the indicators.Result The evaluation index system of healthy subdistrict in Shanghai was constructed through two-round Delphi method covering 5 first-level indicators,18 second-level indicators and 40 third-level indicators for health environment,health services,health participation,health governance,and health population,among which the weights of the first-level indicators were 0.2465,0.2421,0.1542,0.1876 and 0.1696,respectively.Conclusion The evaluation index system of healthy subdistrict in Shanghai constructed in this study is highly reliable,innovative and pioneering,which provides an action guide and scientific basis for the construction and evaluation of healthy subdistrict in Shanghai.
