摘要
交通基础设施碳锁定破解是推动交通领域低碳发展的基础,是“碳中和、碳达峰”目标实现的必要途径。以长三角地区为研究实例,基于2012―2021年省级面板数据,通过分析交通基础设施碳锁定的影响因素,构建交通基础设施碳锁定水平测度指标体系,并运用熵权法、核密度估计法对长三角地区交通基础设施碳锁定水平进行测度及时空演进分析,在此基础上采用障碍度模型探讨长三角地区交通基础设施碳锁定破解的维度层和指标层障碍度及其障碍因子。研究结果表明:1)长三角地区交通基础设施碳锁定水平整体偏高,但表现出下降的态势,且呈现出安徽>江苏>浙江>上海的区域特征;2)长三角地区交通基础设施碳锁定水平区域差距呈扩大趋势,且近年来存在两极分化现象;3)制度锁定是制约长三角地区交通基础设施碳锁定破解最主要因素,而指标层主要障碍因子较为一致但排序存在差异,其中交通基础设施路网密度、外商直接投资水平对交通基础设施碳锁定水平影响最大。建议从区域碳锁定协同破解、强化区域辐射效应及制度体制构建入手,推动交通基础设施碳锁定的破解。研究结果为进一步推动交通基础设施可持续发展和优化交通基础设施绿色运营维护体系提供参考。对各行业实现低碳发展具有重要借鉴意义。
Carbon locking of transportation infrastructure is the basis for promoting low-carbon development in the field of transportation,and it is the necessary way to achieve the goal of“Carbon peak and Carbon neutrality”.By taking the Yangtze River Delta(YRD)region as a research example,this study analyzed the influencing factors of carbon locking in transportation infrastructure based on the provincial panel data from 2012 to 2021.The measurement index system of the carbon locking level of transportation infrastructure was construct,and the entropy weighting and kernel density estimation were used to measure and analyze the spatial and temporal evolution of carbon locking level of transportation infrastructure in the YRD region.The obstacle degree model was used to explore the dimension level,indicator level obstacle degree,and its obstacle factors of carbon locking cracking of transportation infrastructure in the Yangtze River Delta region.The research results show that(1)the overall carbon lock level of transportation infrastructure in the Yangtze River Delta region is high,but shows a decreasing trend with the regional characteristics being Anhui>Jiangsu>Zhejiang>Shanghai.(2)The regional gap between the carbon lock level of transportation infrastructure in the Yangtze River Delta region has a tendency to expand,and there has been a phenomenon of polarization in recent years.(3)The institutional lock is the most important factor that restricts the cracking of carbon lock in transportation infrastructure in the Yangtze River Delta region.The main obstacle factors at the indicator level are relatively consistent,but there are differences in the ranking,among which the density of transportation infrastructure road network and the level of foreign direct investment have the greatest impact on the carbon lock level of transportation infrastructure.It is suggested that the cracking of carbon locks in transportation infrastructure start from the regional carbon lock synergistic cracking,strengthening the regional radiation effect and institutional construction.The results of the study provide reference for further promoting the sustainable development of transportation infrastructure and optimizing the green operation and maintenance system of transportation infrastructure.It is of great significance to the realization of low-carbon development in various industries.
