摘要
社区慈善是指以城乡社区为基本单元,以本社区为主的公民、法人和其他组织基于慈善目的,通过捐赠财产或者提供服务等方式,自愿开展的旨在改善社区生活质量、提升社区治理能力、促进社区发展的公益行动。社区慈善在传统慈善与现代慈善的交织中,在政府推动与民间实践的互动中呈现出不同的实践模式。为了促进社区慈善事业的可持续发展,应深化慈善会、社区基金会等枢纽型慈善组织社会化改革;创新社区慈善组织、社区慈善基金等社区慈善主体培育和管理制度;搭建社区慈善载体,支持社区慈善服务实体建设;鼓励互联网公募服务平台基于城乡社区场景,优化社区慈善网络募捐支持机制;支持设立社区慈善信托,扩大社区永久性慈善资产规模,优化社区慈善资产结构。
Community philanthropy refers to voluntary philanthropic actions undertaken by citizens,legal persons and organizations in local communities through asset donations or voluntary services for philanthropic purposes.The aim is to improve the quality of community life,governance capabilities,and community development.Influenced by both philanthropic traditions and modern philanthropy,community philanthropy displays different patterns in government promotions and grassroots practices.The continuous development of community philanthropy could be reinforced in the following aspects.First,there should be continued socialization reform of hub-type charitable organizations such as community foundations and charity federations.Second,there should be innovations in regulations for nurturing and managing community philanthropy entities,such as charitable organizations and charitable funds.Third,focus is needed on establishing carriers for community philanthropy and supporting the construction of community service entities.In addition,it is important to encourage Internet public fundraising service providers to optimize Internet fundraising support systems for community philanthropy based on urban and rural scenarios.Lastly,it is also essential to promote community charitable trusts to boost permanent charitable assets,and optimize the constitution of community charitable assets.
