摘要
边疆民族地区非物质文化遗产保护对于推进边疆民族地区文化建设,推动中华优秀传统文化创造性转化、创新性发展具有重要价值。新时代,我国深化了对非物质文化遗产保护规律的科学认知,并形成了新时代非物质文化遗产保护的战略方针,边疆民族地区非物质文化遗产保护迈入系统性新阶段。一方面,边疆民族地区非物质文化遗产保护呈现出促进发展、兴边富民、稳边固边三个层次的历史演进;另一方面,边疆民族地区非物质文化遗产保护政策环境面、供给面、需求面三个层面的内在逻辑不断调适。推进边疆民族地区非物质文化遗产系统性保护,应该协调环境面和供给面政策要素的比例,进一步优化政策要素内部结构,这对系统提升边疆民族地区非物质文化遗产保护政策效能,具有一定的理论意义和实践价值。
The protection of intangible cultural heritage in borderland ethnic areas has significant value in promoting cultural construction in these regions and advancing excellent traditional Chinese culture creative transformation and innovative development,In the new era,China has deepened its scientific understanding of the protection rules of intangible cultural heritage,and formed strategic policies for the protection,the protection of intangible cultural heritage in borderland ethnic areas has entered a systematie new stage.On the one hand,the protection of intangible cultural heritage in borderland ethnic areas rellects the historical evolution of promoting development,prospering the borderland and enriching the people,and stabilizing the borderland.On the other hand,the internal logie of the policy environment,supply,and demand for the protection of intangible cultural heritage in borderland ethnic areas is constantly adjusting.To promote the systematic protection of intangible cultural heritage in borderland ethnic_areas,it is necessary to coordinate the proportion of environmental and supply side policy,elements,further optimize the internal structure of policy elements,which has certain theoretical significance and practical value for systematically enhancing the effectiveness of policies for the protection of intangible cultural heritage in borderland ethnic areas.
