摘要
高校分类评价的研究和实践反映了我国高等教育系统的治理逻辑,要实现高等教育多元共治的核心转向,关键在于高校主体要从“规范性服从”转变为“主动性参与”。研究军队院校新一轮教学评价模式,可以丰富和完善国内对于高校分类评价的研究和认识。同时,提出高校分类评价应该作为一种理念,引导院校主动作为、深化内涵、合理定位,将外部评价标准融入自身发展战略中,并寻求与其他院校的有序竞争,而政府应重点做好相应的政策保障和外部力量调试,促进高校的特色发展。
Research and practice of university classification evaluation reflect the governance logic of China’s higher education system.The key to achieving diversified governance in higher education lies in the transformation of university entities from“normative obedience”to“active participation”.By interpreting and analyzing the educational evaluation models in military academies,we can enrich and improve the research and understanding of the classification evaluation of universities.Meanwhile,it is proposed that the classification evaluation of universities should be regarded as an ideology,guiding universities to take the initiative,deepen classification connotations,and reasonably position themselves,integrating external evaluation standards into their own development strategies,and seeking orderly competition with other universities.The government should focus on providing corresponding policy guarantees and external force adjustments to promote the distinctive development of universities.
