摘要
新冠疫情警示我们,病原检测是打赢疫情防控战不可或缺的重要防线。当前新形势下,大量设备面临闲置,病原检测体系需要同时具备常态化运营和应急扩容能力,形成符合国家发展规划要求的“平急两用”运行机制。通过调查现行病原微生物基因扩增检验实验室运行情况,采用SWOT分析探讨闲置设备转型应用以及“平急两用”体系建设规划发现,现有检测机构与专业人员的转型意愿较强、设备充足,但现行体系未形成“平急两用”机制,缺乏相关检测项目的宣传,疫情期紧急上岗的检测人员缺乏系统培训。因此,需在以韧性思维构建设备轮换体系、发挥制度优势提升转换效能的基础上,继续推进医防融合,做好检测人员梯队建设并建立应急资金供给机制。
COVID-19 epidemic has wamed us that pathogen detection is an indispensable and important line of defense to win the battle of epidemic prevention and control.Under the current new situation,a large number of equipments may face idleness,and the pathogens test system needs to have both normalized operation and emergency capacityexpansion,to form an operation mechanism of“dual purpose for regular and emergency”that meets the requirements of the national development plan.By investigating the operation of the current pathogenic microbial gene amplification testing laboratory and using SWOT analysis,it explores the transformation and application of idle equipment as well as the construction plan of“dual purpose for regular and emergency”system.It is found that the existing testing organizations and professionals are willing to transform and have sufficient equipment;however,the current system have not formed a“dual purpose for regular and emergency”mechanism,there is a lack of publicity on related testing programs,and the testing personnel on duty in emergencies during pandemic are lack of systematic training.Therefore,it is necessary to build an equipment rotation system with a resilient mindset,take advantage of the advantages of the regime to enhance the efficiency of the conversion,to further the refusion of health care and prevention,to do better on building the echelon of testing personnel,and to establish a system for the provision of emergency funds.
