摘要
在应对全球气候变化和推动经济高质量发展的背景下,碳金融作为连接经济与环境保护的重要桥梁,对于实现碳中和目标具有至关重要的作用。然而,在推进碳金融发展的过程中仍存在一系列的困难和挑战,如碳汇未能充分纳入碳金融体系,碳金融交易机制不完善等,需要从机制和路径层面对发展我国碳金融进行研究和设计。首先,将实施碳税、碳关税及界定碳汇所有权作为激活碳汇交易的顶层设计;其次,构建支持碳中和的新型金融机制,形成碳汇投资者、碳保险、碳信贷之间的三元稳态关系;最后,打造新型碳中和智能化数字交易平台,为碳金融市场提供高效、透明、安全的交易环境。
In the context of addressing global climate change and promoting high-quality economic development,carbon finance,serving as a crucial bridge connecting the economy with environmental protection,plays an essential role in achieving carbon neutrality goals.However,there are a series of difficulties and challenges in the development of carbon finance,such as the insufficient integration of carbon sinks into the carbon finance system and the imperfect carbon finance trading mechanism.It is necessary to research and design the mechanism and pathway for developing carbon finance in China.First,the implementation of carbon tax,carbon tariff,and the definition of carbon sink ownership should be considered as the top-level design to activate carbon sink trading.Second,a new financial mechanism supporting carbon neutrality should be constructed so as to form a triadic stable relationship among carbon sink investors,carbon insurance,and carbon credit.Finally,a new intelligent digital trading platform for carbon neutrality should be built to provide an efficient,transparent,and secure trading environment for the carbon finance market.
