摘要
地名地址数据的建设和应用对城市数字化治理、提升社会治理能力具有重要意义。目前地名地址数据管理存在着标准不统一、与地理实体缺乏关联关系、对公共服务的支撑力不足等问题。本文以南通市公共地名地址库建设为例,提出“公共地名地址”概念,即在标准地名、标准地址等官方审核的地名地址基础上,纳入路口、重要城市部件、企业店铺等空间标识物等,改变了地名地址数据空间不连续,只能满足特定情境下应用需求的现状。此外,将公共地名地址与地理实体、城市管理对象和事件进行融合,使其成为串联各项业务的纽带,并应用于社会治理诸多领域。
The construction and application of geographical name and address data is the great significance for digital city governance and improving social governance capabilities.At present,there are problems such as inconsistent standards,lack of connection with geographical entities,and insufficient support for public services in the management of geographical name and address data.In this paper,the construction of the public geographical name and address database in Nantong City is taken as an example,propose the concept of the"public geographical name and address database",that is,on the basis of the standard geographical name and address,the intersections,important urban components,stores and other spatial reference objects are included.The public geographical name and address can solve the problem that the traditional geographical name and address is spatial discontinuous and can only meet the limited needs.In addition,integrate the public geographical name and address with geographical entities,government information and events,so that it is the link of various businesses,and can be applied in many fields of social governance.
