摘要
政府采购作为我国财政支出活动的重要环节,与国家治理和营商环境建设密不可分,政府采购对于财政支出的规范运行、保障社会公共利益等方面具有重要的作用。自2003年《政府采购法》正式颁布以来,我国政府采购行为有了更加完备的法律依据,采购中的资金利用效率有了更加显著的提高,取得了很好的经济效益。但是随着我国经济水平的不断发展,在政府采购活动过程中,仍然存在一些问题,如采购人员的腐败、采购法律规章制度不完善,以及招投标法与政府采购法的调整范围等问题。从优化政府采购营商环境的角度,充分认识我国政府采购制度改革的重要意义,探讨建立健全政府采购制度机制、持续优化政府采购营商环境的影响,并提出相关对策和建议。
Government procurement,as an important link in China's fiscal expenditure activities,is closely related to national governance and business environment construction.Government procurement plays an important role in regulating the operation of fiscal expenditure and safeguarding social public interests.Since the official promulgation of the Government Procurement Law in 2003,China's government procurement behavior has had a more comprehensive legal basis,and the efficiency of fund utilization in procurement has been significantly improved,achieving good economic benefits.However,with the continuous development of our international economic level,there are still some issues in the process of government procurement activities,such as corruption of procurement personnel,incomplete procurement laws and regulations,and the adjustment scope of the bidding law and government procurement law.The article aims to fully understand the significance of China's government procurement system reform from the perspective of optimizing the government procurement business environment,explore the impact of establishing a sound government procurement system mechanism and continuously optimizing the government procurement business environment,and propose relevant countermeasuresandsuggestions.
