摘要
在“双碳”目标的背景下,地方政府利用绿色PPP引导社会资本投入低碳领域,可以解决绿色资金缺口问题,提升地方政府绿色公共服务保障能力。本文运用fsQCA方法,以我国31个省份为样本,从财政能力、市场活力、政府信誉、法律条例、科技水平、公众诉求六个方面出发,探索因素间的相互作用对各省域绿色PPP发展规模的复杂影响机制,希望为地方政府促进绿色PPP发展提供参考。结果表明:PPP政策数量与公众环保诉求为核心条件,对绿色PPP发展起到关键作用;在公众环保诉求较高、科技水平较低的地区,提高市场活力可以弥补法律条例方面的不足;当六个维度都具备时,对促进绿色PPP规模的发展具有显著作用。
Under the background of “Double-Carbon” target,local governments can use green PPP to guide social capital to invest in low-carbon fields,which can solve the problem of green fund gap and enhance the ability of local governments to guarantee green public services.This paper uses the method of fuzzy set qualitative comparative analysis(fsQCA)to explore the complex influence mechanism of the interaction of factors on the development scale of green PPP by taking 31 provinces in China as samples from the six dimensions of financial capacity,market vitality,government credibility,legal regulations,scientific and technological level and public demand.The results show that PPP policy quantity and public environmental protection demand are the core conditions,which play a key role in improving the scale of green PPP,and this path has a high consistency.In areas where the public's environmental protection demands are high and the level of science and technology is low,high market vitality can make up for the imperfection of laws and regulations.When the government's financial ability,market vitality,government credibility,legal regulations,level of science and technology,and public demand are at relatively high levels,this will significantly promote the development of green PPP scale.
