摘要
伊朗核问题历经了核计划诞生、核研发重启、核问题危机化、核谈判陷入博弈困境四个阶段。美伊关系是影响伊朗核问题走向的重要因素;伊朗能否遵守现行国际准则左右了伊朗核问题的解决路径;伊朗能否与域内国家改善关系影响到伊朗核问题的解决进程。当前,伊朗核问题的解决面临着美国单边霸权、全球安全赤字加重、地区治理机制碎片化等多重困境。中国以人类命运共同体为行动指南,秉持公平公正原则,倡导对话协商、大国协作,积极参与伊朗核问题多边治理,为解决伊朗核问题提供了新的思路与方案。在人类命运共同体理念的指导下,中国参与伊朗核问题多边治理的路径反映了中国的全球治理观和国际秩序观已经形成。
The Iranian nuclear issue has gone through four stages:the inception of the nuclear program,the restart of nuclear research and development,the crisis escalation of the nuclear issue,and the deadlock in nuclear negotiations.The relationship between the United States and Iran is a significant factor influencing the direction of the Iranian nuclear issue;Iran’s compliance with current international norms dictates the resolution pathway for its nuclear issue;the ability of Iran to improve relations with regional countries affects the progress of resolving the nuclear issue.Currently,the resolution of the Iranian nuclear issue faces multiple dilemmas,including American unilateral hegemony,an increasing global security deficit,and the fragmentation of regional governance mechanisms.Guided by the principle of human destiny community,China adheres to the principles of fairness and justice,advocates for dialogue and consultation,cooperation among major powers,and actively participates in the multilateral governance of the Iranian nuclear issue,providing new ideas and solutions for its resolution.Under the guidance of the concept of human destiny community,China’s approach to participating in the multilateral governance of the Iranian nuclear issue reflects the formation of China’s perspectives on global governance and international order.
