摘要
新质生产力的提出彰显了马克思主义政治经济学中国化的理论创新,它描画着中国式现代化实现进程中经济治理技术和空间的场景变化。作为一个饱含着中国元素的经济学概念,它的缘起是:实体经济与数字经济惯性使然、传统经济发展方式的创新性延续、经济结构迭代升级的现实吁求。由此,培育新质生产力要从“四轮”驱动融合的发展动力来认识,即科技进化的内驱力、资本增值的推动力、政策扶持的传导力、数据要素的创造力。促成“新质生产力画像”生成,就要从五个方面着力:第一,推动战略性新兴产业集群融合式发展;第二,推进生产性服务业转向高端价值链;第三,促进现代流通业更加精准对接消费者需求;第四,培育数字经济和实体经济互融共生的数字产业集群;第五,探索因地制宜发展新质生产力的创新活力场景。
The notion of new quality productivity has been coined as a Chinese theoretical innovation of the Marxist political economy,which echoes the evolvement of China's economic governance technology and space in the process of realizing Chinese modernization.As an economic concept full of Chinese elements,its origins are:the inertia of the real economy and the digital economy,the innovative continuation of traditional economic development mode,and the realistic appeal for the iterative upgrading of the economic structure.As a result,the cultivation of new quality productivity should be recognized from the integration of four development forces,i.e.,the internal drive for scientific and technological evolution,the push for capital appreciation,the support of policies,and the creativity of data elements.In the future,to facilitate the formation of"new quality productivity profile",four priorities are as follows:first,promoting the integrated development of strategic emerging cluster industries;second,upgrading the productive service industry to high-end value chain;third,making modern logistics industry more targeted to the needs of consumers;Fourth,the interaction between the digital economy and the real economy to give rise to digital industry clusters;Fifth,explore innovative and dynamic scenarios for developing new quality productive forces according to local conditions.
