摘要
随着新型电力系统及新型电力市场的区域平衡模式发生转变,发用电主体参与市场交易的平衡需求逐步提高,亟待探索新型电力系统下的新型平衡服务模式。首先,在梳理国内外平衡机制实践的基础上,提出面向区域多主体平衡的独立平衡服务商概念及运营模式,深入分析电力市场中新型主体与独立平衡服务商运营模式的异同点。其次,构建以独立平衡服务商收益最大以及发用电主体平衡成本最小为目标的双层优化模型。最后,通过某地日典型发用电偏差情况的算例分析对所提模型进行验证。结果表明,独立平衡服务商的运营模式能够在降低市场主体平衡成本的同时保证服务商的收益,为新型电力系统的平衡模式提供了有益的探索。
With the transformation of the regional balancing modes of new-type electric power systems and markets,the balancing demand of electricity generation and consumption entities is increasing while participating in market transactions.There is an urgent need to explore new balancing service modes under new-type power systems.Initially,based on the analysis of domestic and international balancing mechanism practices,this paper proposes the concept and operation mode of the independent balancing service providers aimed at regional multiple entities balancing.It delves into the similarities and differences between the operational modes of new type entities in electricity markets and independent balancing service providers.Subsequently,a double-layer optimization model is constructed,targeting maximum revenue for the independent balancing service provider and minimal balancing cost for the electricity generation and consumption entities.Finally,the proposed model is validated through an analysis of a case study involving daily typical deviations in electricity generation and consumption in a certain region.The results demonstrate that the operation mode of the independent balancing service provider can reduce the balancing costs of market entities while ensuring the provider’s revenue,considering the interests of both parties.This provides a valuable exploration of the balancing modes of new-type power systems.
