摘要
农业农村现代化是中国式现代化的重要组成部分。实现中国式农业农村现代化要巩固和完善农村基本经营制度,提升组织化程度,但又不能重复过去的老路,而要走农业新型合作化道路。在对农业合作化演变的历史逻辑进行梳理后,分析了中国开展农业新型合作化的发展基础与现实驱动,提出农业新型合作化可以成为多主体协同推进农业农村现代化、实现共同富裕的突破口。研究认为供销合作社综合改革将进一步深化并与“三位一体”综合合作融合发展,“三社融合”“农合联”等创新模式将逐步推广,集体经济市场化运营是未来发展趋势。未来还需要进一步提升供销合作社为农服务和参与市场竞争能力,完善合作经济和集体经济相关法律法规,各地区应根据发展阶段稳慎推进农业新型合作化,并构建多元主体共建共治共享机制。
Agricultural and rural modernization is an important part of Chinese Path to modernization.To realize Chinese agricultural and rural modernization,it is necessary to consolidate and improve the basic rural management system,and enhance the degree of organization.However,the old path could not be repeated,but the new cooperative road of agriculture could be taken.After having sorted out the historical logic of the evolution of agricultural cooperativization,the development basis and realistic drivers for carrying out new agricultural cooperativization in China were analyzed,and new agricultural cooperativization could be a breakthrough to promote agricultural and rural modernization and achieve common prosperity.This study concluded that the comprehensive reform of supply and marketing cooperatives would be further deepened and integrated with the"trinity"comprehensive cooperation,the innovative models such as"integration of three societies"and"agricultural cooperative association"would be gradually promoted,and the market-oriented operation of collective economy was the future development trend.In the future,it is necessary to strengthen the ability of supply and marketing cooperatives to serve farmers and engage in market competitiveness.Moreover,laws and regulations concerning the cooperative economy and collective economy need to be improved.Different regions should gradually facilitate the establishment of new agricultural cooperativization based on their specific stages of development.Additionally,a multi-subject co-construction,co-governance and sharing mechanism should be established.
