存量发展阶段城镇化地区路网转型发展策略:以北京市为例

摘要 随着我国城镇化水平的不断提高,部分城市已进入存量发展阶段,城镇化地区路网在经历了规模快速扩张阶段后也面临发展转型。路网仍存在与沿线用地功能融合不足、功能级配结构不完善和道路空间资源分配不合理等瓶颈短板。进入存量发展阶段后,路网面临的外部资源环境约束、运行效率与安全压力和存量设施更新养护压力等挑战也将显著加大。路网转型发展不应再以追求规模总量作为发展目标,而应兼顾合理的规模增量与存量设施提质增效,从促进公路与城市道路融合、实现路网功能级配结构差异化引导、促进道路空间存量资源更新重构和强化安全导向的路网建设与管理等方面着手,促进路网存量资源优化利用,更好地发挥路网总体效能。 With the continuous improvement of urbanization level in our country,several cities have entered the infill development period.The road networks in urban areas also face development transformation after experiencing a period of rapid scale expansion.The road networks still have points of weakness such as insufficient functional integration with land use along the roads,imperfect structure of functional classification and unreasonable allocation of road space resources.After entering the infill development period,the challenges from external resource and environment constraints,operation efficiency and safety pressure and storage facilities updating and maintenance pressure of road networks will also be significantly increased.The transformation development of road networks should no longer pursue the total size as the development goal,but should balance the reasonable scale increment and the quality and efficiency improvement of the storage facilities.Strategies shall be adopted from the aspects of promoting the integration of highways and urban roads,realizing differentiated guidance of road network structure of functional classification,promoting the renewal and reconstruction of road space storage resources and strengthening safety-oriented road network construction and management,to promote the optimal utilization of the storage resources and better play the overall efficiency of road networks.
