摘要
突发公共卫生事件考验着城市的公共卫生应急能力。在应对重大疫情过程中,杭州市上下联动、主动作为,通过出台公共卫生应急物资供应保障制度、理顺工作机制、健全分层分类的卫生应急物资储用保障网络、推动公共卫生应急物资管理信息化、畅通卫生应急物资采购渠道等做法,有力守护了杭州市公共卫生安全,为长三角大型城市的卫生应急储备管理和减灾救灾提供了实践方案,同时也明确了进一步拓展的方向。大型城市公共卫生应急物资储备体系建设是综合性命题,卫生健康部门作为卫生医疗机构专用防护物资的管理部门,要统筹解决好卫生应急物资“谁来储备”“储备什么”“怎样储备”等问题,从储备的理念、机制、方式、标准、来源、素养等各环节作全面的思考和深化。
Public health emergencies test the city’s public health emergency capacity.In the process of responding to major epidemics,Hangzhou has taken the initiative and coordinated efforts to effectively protect the public health security of Hangzhou by introducing the public health emergency supplies supply guarantee system,rationalizing the working mechanism,improving the stratified and classified health emergency supplies storage security network,promoting the information management of public health emergency supplies,and facilitating the procurement channels of health emergency supplies.It provides a practical plan for health emergency reserve management and disaster reduction and relief in large cities of Yangtze River Delta,and also defines the direction of further expansion.The construction of public health emergency materials reserve system in large cities is a comprehensive proposition.The health department,as the management department of special protective materials for health and medical institutions,should comprehensively solve the problems of“who will reserve”,“what to reserve”and“how to reserve”of health emergency materials,and make comprehensive thinking and deepening from the concept,mechanism,method,standard,source,quality and other aspects of the reserve.
